Integrated Operations at the East Cost Rail Link (ECRL) Construction Project Site Area

INTEGRATED OPERATIONS FOLLOWING A STOP WORK NOTICE (SWO) RELATED TO EARTHWORK ACTIVITIES WITHOUT APPROVAL INVOLVING ECRL PROJECTS IN LOW AREA

The Hulu Selangor Municipal Council (MPHS) has conducted an integrated operation in the area of ​​the East Cost Rail Link (ECRL) construction project site which was found to be carrying out earthworks without the permission of the MPHS near Desa Anggerik and Desa Melor, Serendah on 18 May 2023.

The operation which started at 10.15 this morning has been joineda total of 37 members consisting of several internal departments of the Hulu Selangor Municipal Council (MPHS) and the Royal Malaysian Police (PDRM) Serendah Branch.

When arriving at the location, the operatives found that work was still continuing even though a Stop Work Notice (SWO) to stop all activities at the two sites had been issued and handed over to the ECRL project site operator on May 8 and 10 last.

Among the activities carried out at the site are such as digging, cutting land, building a new worker's camp site and the construction of the Serendah exit tunnel in the back area of ​​Desa Anggerik.

To ensure that no more earthworks are carried out at the location, the council has installed yellow tape on the main route to the construction site until the company complies with the conditions set by the council.

In addition, as many as 11 units of machinery/vehicles were seized by the Council in the operation. Action was taken under section 70(A)(1) and section 70(A)(11), Roads, Drains and Buildings Act 1974 (Act 133 ) because the company has carried out earthworks without permission and failed to comply with MPHS instructions to stop earthworks in both areas.

This operation is also a follow-up to complaints received by MPHS from residents around the construction site who were affected by construction activities following the entry and exit of lorries and machinery that caused disruption to residents' daily activities.
